THE CENTRALIZATION AND FRAGMENTATION OF SOUTH AFRICA'S DOMINANT PARTY SYSTEM

South Africa's first democratic election of 1994 provided the basis for the African National Congress (ANC) to replace the formerly ruling National Party (NP) as the country's dominant party. The new dominance was initially established by the ANC's majority position within the postelection coalition Government of National Unity. Since the election, however, the ANC's dominance has begun to be extended by a centralization of control exercised through the machinery of state, notably through four processes: the rewriting of the transitional interim constitution and the promulgation of a new constitution which, <it>inter alia</it>, abolishes the necessity for coalition government after the next election; the attempted containment of autonomy of the ANC's structures which have been established at the level of the new provinces; the exercise of party discipline within parliament and some curtailment of the government's accountability to parliament; and, fourthly, the imposition of administrative and financial discipline upon the provinces. These processes have taken place within a context of a fragmentation and fissure of Opposition party forces, which in the immediate future will only further enhance the ANC's dominance, despite some indication that that party is itself faced by a declining level of popular support.

INTERNATIONAL ELECTION MONITORING: THE AFRICAN EXPERIENCE

Democracy in Africa, s elsewhere, is in something of a crisis. This has prompted an agonizing reappraisal of the role elections play in the consolidation of democracy and, in particular, of the contribution of independent election observers to that process. This article assesses critically the performance of election monitors witin the context of broader international efforts to promote democratic norms in Africa. It explores the evolution and operationalization of the practice, identifies and evaluates the functions undertaken, and anlayses the deficiencies revealed in the light of current critiques. It concludes with some prescriptions as to how the process might be improved and the credibility of monitoring restored.

DAKAWA DEVELOPMENT CENTRE: AN AFRICAN NATIONAL CONGRESS SETTLEMENT IN TANZANIA, 1982-1992

The records of the African National Congress (ANC) in exile are being deposited in the Liberation Archives at the University of Fort Hare. Using these documents, it is now possible to aspire to a more subtle and realistic picture of exile as a factor in the modern history of South Africa. The article uses these records, and oral sources, to depict life at the Dakawa Development Centre, an ANC settlement in Tanzania from 1982 to 1992. The origins of the settlement are described, as are its functions. These included the preparation of students for the Solomon Mahlangu Freedom College, at Mazimbu, near Morogoro; the ‘rehabilitation’ of those who, for various reasons, had diverged from norms acceptable to the ANC authorities; the production of agricultural and light industrial goods; the training of skilled workers, and, latterly, the creation of a cultural centre. These and other aspects are seen against the background of sometimes conflicting politics at the Centre, and in relation to the stresses of exile in an often difficult and unhealthy environment. Finally, the impact of the political changes of the early 1990s on this community is described.

This article joins the debate on culture, history and politics in postcolonial Malawi. Concentrating on the production of history in the 1960s, the paper shows how the decade marked the beginnings of serious research, teaching and public discourse of Malawi's history. It proceeds to examine factors, such as the existing literature, which helped to fashion the direction which the players, mainly teachers and researchers, took in accomplishing their tasks. In this connection the paper considers the manner in which Harry Johnston, the first person to write widely on the peoples of the Lake Malawi region, influenced the historiography of the country. It also evaluates the role of the Society of Malawi and its publication, the <it>Society of Malawi Journal</it>, in the production of history. Finally, the article pays attention to the ways in which the work of historians was affected by President Kamuzu Banda and the policies and actions of his ruling Malawi Congress Party.
